Bulk-import learners and staff from a file.

When SIS sync isn't used, you can import learners and staff from a file.
- Download the template — Use the provided import template so columns map correctly.
- Fill it in — Add your learners/staff following the template's format.
- Upload and review — Upload, review the preview, and confirm. Fix any flagged rows.
Tip: If an import fails or rows are rejected, see Import failure.
